US Refugee Admission Programme is
funded by the US Department of State/Bureau of
Population, Refugees, and Migration (DOS/PRM), being
one of the largest continuing activities of IOM,
currently operating in over 40 countries. IOM’s
involvement in the USRAP is summarized through the
processing steps set within the programme.
Throughout the movement process IOM Baku arranges
the transportation and provides facilitative
assistance for the movement of migrants to the US.
Beneficiaries of the USRAP are UNHCR refugees, as
well as Jews, Evangelical Christians and other
religious minorities who are joining immediate
family in the US, and individuals going to reunify
close family members. Each Principal Applicant (PA)
must be eligible for the USRAP under one of the
processing priorities and be interviewed, on a case
by case basis, by an officer of U.S. Domestic and
Homeland Security Department (DHS). IOM Baku
provides the assistance during case processing,
cultural orientation training, manage of loan
collection system, arranges for tickets, transit
assistance and transportation to the final
destination, providing safe and organized arrival.
IOM also arranges for the employment of special
contract personnel on the request of the US
Government to provide a pre-embarkation assessment
and identity authentication procedure - face control
upon departure.
Main actors of the US Refugee programme are: IOM
offices; UNHCR; US Embassy; Airlines; ICRC and
government authorities.
